Assistant Superintendent: Summary of Duties

The Assistant Superintendent provides strategic leadership, administrative oversight, and operational support to advance the district’s educational mission. Working in close partnership with the Superintendent, this role ensures instructional excellence, regulatory compliance, and a safe, data-driven learning environment.

 

Key Responsibilities

  • District Leadership & Safety: Serves as a key advisor to the Superintendent and a resource for building administrators. Represents the district at Board and community meetings. Collaborates with local law enforcement and emergency officials to develop, review, and implement the district's comprehensive All-Hazards School Safety Plan.

  • Curriculum, Instruction, & Assessment: Oversees the design, implementation, and evaluation of the K-12 curriculum and textbook selection cycles. Coordinates all state and local standardized testing (including PSSAs and Keystone Exams) and fosters a data-driven culture to enhance student achievement.

  • Comprehensive & Strategic Planning: Assists the Superintendent in authoring, implementing, and evaluating the district's Comprehensive Plan for submission to the Pennsylvania Department of Education (PDE).

  • State & Federal Programs: Serves as the District Coordinator for all State and Federal Programs. Responsibilities include writing, monitoring, and ensuring compliance for entitlement grants (Title Programs, Accountability Block Grants, AEDY, etc.) and coordinating fiscal reporting with the Business Office.

  • Technology, Data, & Communications: Manages educational technology initiatives and state reporting systems, including PIMS and PVAAS data for teacher effectiveness. Oversees internal and external district communications, including the website, social media, and emergency/weather-related notifications.

  • Cyber Academy & Alternative Programming: Manages operations for the Richland Cyber Academy, coordinates student residency verifications per PDE mandates, and oversees Homebound Instruction and placements with the Greater Johnstown Career and Technology Center.

  • Staff Development & Induction: Designs and coordinates professional development and in-service programs for professional and support staff. Manages Act 48 record-keeping and leads induction and mentoring programs for new teachers and secretarial staff.

  • Personnel Supervision & Partnerships: Assists the Superintendent in supervising and evaluating principals, supervisors, and instructional staff. Serves as the primary liaison for university Student Teacher and Intern programs.
