Charter School Student Enrollment Verification

In November 2025, the Commonwealth of Pennsylvania enacted Act 47 of 2025, amending the School Code in the State. The new legislation modified the requirements of students and families attending Cyber School Programs. The parent or guardian of a student enrolled in a cyber charter school must submit continued proof of the student's residence to the cyber charter school and the student's school district of residence by November 1 and by March 1 of each school year.
 
The March 1, 2026, deadline is quickly approaching. We are encouraging all families to gather the appropriate information, complete the required form, and submit it to the Cyber School contact person for signature. Following completion, a copy of the form and accompanying proof of residency must be submitted to the Richland School District via this form or by mail to ATTN: Residency Verification at 1 Academic Avenue, Suite 200, Johnstown, PA 15904.
 
The Pennsylvania Department of Education developed a notification form that requires the following:
  1. The name, home address, and mailing address of the student.
  2. The grade in which the student is being enrolled.
  3. The date the student will be enrolled.
  4. The name and address of the cyber charter school and the name and telephone number of a contact person able to provide information regarding the cyber charter school.
  5. The signature of the parent or guardian and an authorized representative of the cyber charter school.
  6. Proof of residency, which shall be a document containing the parent or guardian's name and address, on any of the following:
    • An active residential lease agreement or a mortgage statement no more than three months old.
    • A bank statement no more than three months old or a utility or Internet bill no more than three months old.
    • A tax bill no more than three months old.
    • Any other document determined acceptable by the department.
