Volunteer Information

VOLUNTEER POLICY 

A volunteer is any individual who performs a service for the school district without compensation, remuneration, or other consideration and who otherwise meets the requirements of this policy. A volunteer must be at least eighteen (18) years of age. A volunteer need not be a parent/guardian of a student enrolled in the school district. A school district student who serves as equipment manager or assistant athletic trainer, or who provides other volunteer assistance in support of a curricular, co-curricular, or extracurricular activity is not considered to be a volunteer for purposes of this policy.

Pennsylvania Act 153 of 2014 requires that all adults who have contact with students, including paid employees and unpaid volunteers, complete comprehensive criminal and child abuse background checks that are kept current and on file with the district.

 

To ensure proper verification and compliance with state law, the following procedures apply:

  • Clearances must be submitted directly to the Superintendent’s Executive Assistant at least seventy-two (72) working hours prior to an individual’s start date to allow sufficient time for review, verification, and approval to start. Merely stating that one has clearances in their possession or on file elsewhere is not sufficient. Clearances must be on file with the District and formally approved before an individual is permitted to work or volunteer in any capacity.

  • No individual may begin working or volunteering until written confirmation is received indicating that all required clearances and paperwork have been reviewed and approved by the Superintendent’s Executive Assistant.

  • Because these documents contain personally identifiable information, all clearances must be submitted or delivered directly by the individual to the Superintendent's Executive Assistant and may not be shared with or routed through other District employees or administrators. If a third party or District employee possesses copies of an individual’s clearances, the individual must provide written authorization permitting the third party to release the documents to the District Superintendent’s Executive Assistant, in accordance with Pennsylvania State Police auditing guidelines.

Guest Volunteer 

Guest Volunteers include but are not limited to the following:

  • Parents/Guardians planning on visiting a class with the classroom teacher present
  • Parents/Guardians planning on reading to the class with the classroom teacher present
  • Parent/Guardian Volunteers for classroom parties, school assemblies, or school concerts (so long as not routine or responsible for students’ welfare)
  • Parent/Guardian Volunteers collecting tickets at sporting events, working concession stands, participating in “Career Day”, etc. (so long as not routine or responsible for students’ welfare)

In order to serve as a Guest Volunteer, please complete the following and submit to the Richland School District:

Justification for the above:  Parents/Guardians are voluntarily providing a service to the district without compensation and are (1) working directly under the supervision and direction of a school administrator, a teacher, or other member of the school staff; and (2) do not have direct volunteer contact.

Position Volunteer 

Position Volunteers include but are not limited to the following:

  • Volunteers for recurring assistance in support of school-sponsored activities
  • Volunteers for the cafeteria
  • Volunteers for chaperoning field trips
  • Volunteer tutors, coaches, activity advisors, recess or library aides, etc.

In order to serve as a Position Volunteer, please complete the following and submit to the Richland School District:

  • Richland School District Volunteer Application
  • Disclosure Statement Application for Volunteers - Please find the PDF below under "Clearance Links"
  • Act 34 (PA State Police Criminal History Record) Clearance - Must be less than five (5) years old.
  • Act 151 (PA Child Abuse History Certification) Clearance - Must be less than five (5) years old.
  • Act 126 Part I: Child Abuse Recognition and Reporting Training
  • Act 126 Part II: Professional Ethics and Educator Discipline Act
  • Tuberculin Skin Test Results - Must be administered within three (3) months prior to the date the school receives the results
    • Once a Position Volunteer submits a qualifying documented nonsignificant tuberculin skin test to the school district, they are not required to have further tuberculin tests unless they are exposed to a case of active tuberculosis or are directed otherwise by the Secretary of the Department of Health to have an additional test.

If you have not been a resident of Pennsylvania during the entirety of the previous ten (10) year period, please also submit an Act 114 (Federal Criminal History Report - Fingerprint) Clearance issued at any time since you established residency in Pennsylvania.

Justification for the above:  Parents/Guardians are applying for or holding an unpaid position with the school or school program, activity, or service as a person responsible for student welfare or having direct volunteer contact with students.

Please note that your volunteer application will not be approved until all relevant materials are submitted to the Richland School District.

Please complete a signed PDE 6004 Form, Act 34 (Criminal Background) Clearance, Act 151 (Child Abuse) Clearance, and Act 114 FBI (Fingerprint) Clearance:

            *          Volunteers for recurring assistance in support of school-sponsored activities

            *          Volunteers for the cafeteria

            *          Volunteers for chaperoning field trips

            *          Those interested in volunteering who were out of state and new to the district.

Justification for the above:  Parents/Guardians are in a supervisory role and need to be in compliance with PA state regulations and district guidelines.
