I hope you find our website to be useful with up-to-date information about our District. Richland School District is a premier school district located in the beautiful Laurel Highlands of Johnstown, Pennsylvania.

I want to take this opportunity to encourage you to be involved in our schools. I'd like to invite you to attend a concert, play, or cheer on our teams at an athletic event. We have a wide variety of quality academic and extracurricular programs designed to meet our district's mission: Empowering every student to pursue excellence every day. We will accomplish this by providing diverse practical educational opportunities, recognizing each person's self-worth, and developing individual talents and interests.

Superintendent's Objective Performance Standards (2025 - 2027)

  1. With the support of the Board, the Superintendent will continue to implement, review, and revise the curriculum through an established curriculum cycle that is aligned to the Standards Aligned System by utilizing Data-Driven Decision Making with the staff to improve student achievement on the state assessments.
  2. With the support of the Board, the Superintendent will continue to improve technology infrastructure, hardware, software, and technology integration across the district in accordance with the district technology plan while adhering to minimum equipment specifications.
  3. With the support of the Board, the Superintendent will assess and recommend staffing levels/staff duties for current programming and new initiatives through organization leadership.
  4. With the support of the Board, the Superintendent will work towards fiscal responsibility to ensure core programs are maintained, improved upon, and expanded upon while ensuring safe and updated facilities and equipment for educational, extra-curricular, and community use through fiscal, capital, and facilities planning.
  5. With the support of the Board, the Superintendent will continue to improve or expand district public relations, partnerships, and community relations, including increasing community knowledge/engagement/communications of major capital projects or potential building projects.
  6. With the support of the Board, the Superintendent will develop and implement a succession plan and mentoring/transition plan prior to his retirement.
 
Pursuant to Act 141 of the Pennsylvania School Code, enacted in 2012, the Superintendent successfully achieved and exceeded the mutually agreed-upon goals in his contract based on formal evaluations conducted by the Board of School Directors during the month of May for the school years of 2014-2015, 2015-2016, 2016-2017, 2017-2018, 2018-2019, 2019-2020, 2020-2021, 2021-2022, 2022-2023, 2023-2024, and 2024-2025.
